Tested: Free from spyware, adware and viruses

This is a minor bug fix release, since 2.6.9a did not run on Windows 2000 or98 due to a missing gdiplus.dll on those systems.
Fixed installation of the Eye Candy theme files, which previously installed to the wrong folder.
